We begin our meeting by recognizing the First Nations, Metis, and Inuit peoples of Canada as traditional stewards and caretakers of the land. We acknowledge that the Town of Wasaga Beach is located within the boundaries of Treaty 18, the traditional lands of the Anishinaabeg, Haudenosaunee, Tionontati, Wendat, and is the home of many First Nations, Metis, and Inuit peoples as part of an intricate nationhood that reaches across Turtle Island. At this time of truth and reconciliation, we welcome the opportunity to work together towards new understandings and new relationships and ask for guidance in all we do.

  • Recommended Motion:
    1. THAT the contents of the agenda for May 16, 2024, be approved as circulated.

  • Recommended Motion:
    1. THAT the report titled: Snow Removal Financial Assistance Program (Winter 2023/2024) to the Council meeting of May 16, 2024, be received for information.

  • Recommended Motion:
    1. THAT the report titled: Wasaga Beach WPCP Performance Report for the period of January 1, 2024 to April 30, 2024, be received for information.
  • Recommended Motion:
    1. THAT the report titled: Wasaga Beach DWS Performance Report for the period of January 1, 2024 to April 30, 2024, be received for information.
  • Recommended Motion:
    1. THAT the report titled: Application for Deeming By-law Town File D00124, Municipal Address 15 - 74th Street North, to the Council meeting of May 16, 2024, be received; and

    2. THAT pursuant to Section 50(4) of the Planning Act, Council enact a Deeming By-law to deem Lot 10 and Lot 11 identified on Plan of Subdivision 685 as indicated in the Deeming By-law application, to no longer be registered within a Plan of Subdivision
  • Recommended Motion:
    1. THAT the report titled: 2023 Emergency Management Program Compliance, to the Council meeting of May 16, 2024, be received, for information.

  • Recommended Motion:
    1. THAT the report titled: Information Technology - Resource Request, to the Council meeting of May 16, 2024, be received;
    2. THAT Council approves the extension of the Jr IT Technician contract to December 31, 2024;
    3. THAT Council approve an unbudgeted expense of $36,570 for the Jr IT Technician contract to be funded through the IT Reserve and Library Reserve; and
    4. THAT Council approve the additional 140 hours of expertise support provided by Pathway Communications at a cost of $12,656 to be funded through the 2024 approved operations budget.

  • Recommended Motion:
    1. THAT the report titled: Fire Department Report – April 2024, to the Council meeting of May 16, 2024, be received for information.
  • Recommended Motion:
    1. THAT the report titled: Amendment to Policy 1-17 Mayor and Councillors' Expense Policy, to the Council meeting of April 25th, 2024, be received; and
    2. THAT Council approve the amended Council Expense and Conference Policy as attached in Appendix A.

       

  • Recommended Motion:
    1. THAT the report titled: At-large vs. Ward System – Planning for the Future, to the Council meeting of May 16, 2024, be received; and
    2. THAT the Director of Legislative Services/Clerk be directed to initiate the process of placing a question on the 2026 ballot with regards to a ward system, in accordance with the Municipal Elections Act, as outlined in Option 2.
  • Recommended Motion:
    1. THAT the report titled: Farmer's Market Agreement Amendment, to Council meeting of May 16th, 2024, be received; and
    2. THAT Council approves the Appendix A Amendment to the Farmer’s Market agreement, modifying the market's designated location at the Rec Plex.

       

  • Recommended Motion:
    1. THAT the report titled: Wasaga Beach Public Library Makerspace Programmer Position, to the Council meeting of May 16, 2024, be received; and
    2. THAT Council approve an increase of 15 hours per week and extension of the Makerspace Programmer contract position to the end of December 2024 (three months), at an unbudgeted cost of approximately $20,491 to be funded from the Library Reserves.

  • Recommended Motion:
    1. THAT the report titled: Town of Wasaga Beach Small Business Support, to the Council meeting of May 16th, 2024, be received; and
    2. THAT Council direct the Deputy CAO to investigate alternative methods for delivering full-time, in-person business support services and that the Town discontinue funding to the South Georgian Bay Small Business Enterprise Centre (SBEC) in 2025, aligning with the exploration of alternative options.
  • Recommended Motion:
    1. THAT the report titled: Developing Wasaga Beach’s Film Industry, to the Council meeting of May 16th, 2024, be received; and
    2. THAT Council directs staff to advance the development of Wasaga Beach’s film industry by initiating the implementation of short-term strategies, as outlined in the staff report.

  • Recommended Motion:
    1. THAT pursuant to the Municipal Act, 2001, as amended, the next portion of the May 16, 2024, Council Meeting, will move into Closed Session to consider the following matters:

      17.1.1   Compensation Review - Management and Non-Union Employees in accordance with Section 239(2)(b) personal matters about an identifiable individual, including municipal or local board employees and Section 239(2)(d) labour relations or employee negotiations.

      17.1.2   Fernbrook Hall Lease Negotiations - 1888 Klondike Park Road in accordance with Section 239(2)(c) a proposed or pending acquisition of land by the municipality or local board.

      17.1.3   OPP Detachment Board Appointment in accordance with Section 239(2)(b) personal matters about an identifiable individual, including municipal or local board employees.

      17.1.4   Beachfront Property Matter in accordance with Section 239 (2)(a) the security of property of the municipality or local board and Section 239 (2)(e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board.


    MOVE TO CLOSED SESSION AGENDA

  • Recommended Motion:
    1. THAT the following By-laws be received and be deemed to have been read a first, second and third time, passed and numbered as follows:

    - 2024-29 A By-law to Deem Parts of Registration Plan 685, Town of Wasaga Beach, not to be a Registered Plan of Subdivision (Lots 10 & 11 on Plan 685).

    - 2024-30 A By-law to Assume Certain Streets and the Associated Services in the Town of Wasaga Beach for Joanne Crescent (Plan 51R-691).

    - 2024-31  A By-law to amend By-law No. 2023-48, being a by-law to authorize the Execution of a Lease Agreement between the Town of Wasaga Beach and the Wasaga Beach Farmers’ Market for a Land Use Lease at the Town owned RecPlex Community Centre Parking Lot to Operate a Seasonal Farmers’ Market.

    - 2024-32 A By-law to set the Tax Rates and to Levy Taxes for the year 2024.

    - 2024-33 A By-law to confirm the proceedings of the Council of the Corporation of the Town of Wasaga Beach and its Special Council Meeting of May 10, 2024 and its Regular Council Meeting held Thursday May 16, 2024.
